I understand leveraging OTP with authentication chaining to access AM for example, however, I do not see an OOTB feature where if we wanted to send a OTP to a user via SMS text instead of email for a flow for resetting their password instead of an email. Is there a setting to allow this I may be missing? We are using OpenAM for self-registration and password reset with OpenDJ as our repository (not embedded). Thank you.

Sending the OTP via SMS is not an OOTB feature.

OOTB is Out Of The Box. Scott is pointing out that for SMS you normally need a third party or customization to connect to carriers and send an email as an SMS message.

As an example there is a node:

But this requires a service that can use email to SMS.

Or see this example where again, Forgerock suggest this may require Deployment Services to help with the customization.
