OpenAM by default comes with URL policy, which supports allow/deny GET and/or POST methods.
How can I add more methods to it?
Can I even add arbitrary verbs such as EXECUTE, LIST, etc?

Yes, it is possible to define custom actions, however the policy agents will not really use them. The agents are only looking at the request method and as such they have a limited set of possible values. In order to evaluate policies with custom actions you will need to perform the policy evaluations manually (using the new REST endpoints in 12.0.0 for example). To add custom actions though, you may want to start at defining a custom application type instead, and then use that application type to create new applications (in which you’ll be able to define policies that will leverage these custom actions).
