create VPC, subnet once and delete it, try to recreate again, it doesnt work

    I working on GCP to install forgerock following this documentation
    https://backstage.forgerock.com/docs/forgeops/6.5/gke-cookbook/#gke-cookbook-setup-env-sw

    First time, i was able to run pulumi up to create VPC, subnet and then the cluster itself. It created as documented in the section:To Create a Kubernetes Cluster for CDM

    However, there is some script in our environment that deletes all the resources once in a day. I thought if i repeat the same steps from the beginning i should be able to recreate all the resources back again like vpc, subnet, clusters. But this time, the stack is not creating the vpc and subnet itself. Not sure if it is stored somewhere within pulumi that it already created these resources. But cant identify externally those resources are deleted hence it has to be create them again.
